Sir: 
Your communication has been rec'd and I am directed by the Ass't Com'r to say that if the boy Jordan was bound to Mr. Bradford previous to the issuing of Circular No [?] series 1865 from this office, herewith enclosed, Mr. Bradford cannot legally hold him.  But if he was bound out subsequent to that period and in compliance with instructions of the Circular referred to then is the act legal or binding and can only be annulled through the ordinary of the county by whom it was made.
