Sir:
Your communication of the 5th inst has been recd and I am directed by the Asst Comr to say, in reply, that it is not desirable to bring complaint against the party employing the freedman referred to unless it can be shown that he enticed him to leave the employment of the part with whom he had previously contracted. In that case he becomes liable for damages to the party above specified.
