Sir:
Your communication of 14th inst has been recd and I am directed by the Asst Com'r to say, in reply, that you have not the authority to compell the class of freedmen, of whom you make complaint, to hire themselves for labor. They are subject to the same laws which control white persons of a similar class, and can only be proceeded against under the vagrant laws of the State. In this matter it is advised that extreme caution be exercised so as not to defeat the wise purposes intended by the law referred to -
