Sir:
Your communication of the 17th inst has been recd and I am directed by the Asst Com'r to say, in reply, that since the issuing of Circular No 5 series 1865 from this Office, and which provides for the punishing by fine or otherwise of parties tampering with freedmen who are under contract, Civil law having been restored, parties thus trespassed upon must appeal to the same for redress. The Asst Com'r has not the [[strikethrough]] power [[/strikethrough]] authority to empower civil Officers to make arrests, levy attachments &c. Where this is desired it can only be obtained through the Civil Courts of the land. You can request civil officers to arrest parties when you may deem it necessary that they
