Sir,

Your communication has been received. The Asst Commr directs me to say, that with pleasure he complies with your request to forward copies of circulars specifying the duties of the Agents of the Bureau. He does not deem your remarks about the continuance of the Bureau as quite respectful, or in good temper, But directs me to say that the Bureau exists by an Act of Congress, and must continue during the pleasure of that body.  The Asst Commr cannot remove the Bureau neither is he satisfied that it would be just to the freedpeople, to remove it. The notices recently served on people in your county to leave, or submit to mob violence indicate clearly the necessity for the continuance of that authority, which seeks to strengthen the hands of the Civil Officers, and enables them to secure justice to all men irrespective of color, or condition.
