Sir.
Your communication of the 26" inst is received, and I am directed by the Asst Commr to say, in reply, that no orders of Gen Saxton are on file in this office, applicable to the case in question. The Asst Commr however has decided that in cases similar to the one mentioned the former owner of the freedman cannot claim the wages due for his labor. That the freedman has an undisputed right to this money and if it has been paid over to his former owner, it must be refunded. If the Civil Authorities should render a decision contrary to the above, you are earnestly requested to report such fact to this office, without delay. If the Civil Courts are not disposed to render the freedman justice, then the strong arm of the Govt will, be interposed for their protection
