I have the honor to state that, in compliance with instructions from Genl Howard Com'r Bureau R.F.A.L. based upon a resolution passed by the Congress of the United States, an inspection has been made of the condition of the destitute people in the northern part of this State, and it has been found that from one hundred and fifty to two hundred thousand rations per month will be required to supply their wants until the new corn crops can be made available.
