YOur communication of the 2nd inst has been received, and I am directed by the Ass't C om'r to say that arrangements have been made for furnishing the destitute of Barboro County with provisions and that they will be distributed as speedily as practicable.
You are mistaken in supposing that the Gov't has extended upon itself the duty of relieving all such freed people as may be in destitute circumstances. The Gov't does propose to aid such as through extreme age, sickness and the inability of their former owners to provide for them an account of absolute poverty, will actually starve if left to their own resources, but none other.
