Your communication of 27th ulto has been recd and I am directed by the Ass't Com'r to say in reply that where freedpersons (minors) have been bound out by the Ordinaries of the various Counties in accordance with the principles of justice and equity, as set forth in  Circular orders No 3 Series 1865 from this Office, it is not desirable that interference should be made on the part of the Bureau, although such Indentures may not have been approved or disapproved by an Officer or Agent of the Bureau as provided for. But it is held that unless these Indentures are of the nature above referred to the Bureau will not regard them as legal and binding and will therefore take action accordingly in the matter
