Your communication of the 2nd has been received and I am directed by the Asst Comm'r to say, in reply, that he does not attempt to exercise any control over the County Courts, in relation to the enforcement of the section par. 6. Cir. 2 Series 1865. The Asst Comr however is of the opinion that the Courts, in making up their decisions, should be governed to a large extent by the price of Color in the Courts.
