Your communication of July 5" has been received, and I am directed by the Asst Commr to say in reply, that there are no arrangements by which the Bureau can properly care for the crazy freedmen to whom you refer. The County authorities must continue to provide for them, as they are now doing, until such time as the State will make suitable arrangements for the protection of cases of this nature.
