Captain:
I have the honor to state that Capt Pickett, who has been assigned to the special duty of superintending the issuing of rations to the destitute people of this State, reports that he has already distributed one hundred and fifteen thousand (115000) Rations and that the supply of rations for this purpose in the State is exhausted. He further states that the cost of transportation would be lessened if the rations could be placed at Chattanooga, subject to orders from this Office instead of Atlanta as requested in my communication of 2nd inst. In view of the necessity I have the honor to request that
