State we are making a patient, persistent effort, to restore the supremacy of Civil law, and, at the same time, secure justice to all classes of citizens_ I am stisfied, from my experience, that we shall fail in accomplishing these desirable objects without the aid of the United - States' Courts and Commissioners, and a prompt and thorough enforcement of the provisions of the Civil Rights' Bill.
