Your communication of 25th inst has been received. The Asst Commissioner direct me to say that you are mistaken in supposing that the Bureau proposes to relieve all persons from the charge of the old and decrepid freed-people who were their former slaves and who are now, through age or sickness incapable of earning their own support. It is required in Circular Orders from this  Office that all former owners of slaves, unless themselves the subject of actual poverty, must provide for such freed-persons who were their former property and who are now incapacitated through age or sickness from obtaining support for themselves or their families, until such time as the State may see fit to relieve them of the charge.
