Your report in the case of the four orphan children under the care of Mr. Caraway has been received, and the Asst Commissioner directs me to inquire whether it is possible to bind out any or all of these children as provided for in Circular No 3 from this office Series 1865.  If so, you are instructed to have them thus bound out.  

If no parties can be found willing to take them you will report such fact to this Office, when transportation will be furnished them to Atlanta where they will be sent to the "Freedmens Camp" near that City - providing they can be sent in charge of some person going to Atlanta who will deliver them to the Officer of the Bureau at that place.
