be observed in distributing the provisions in order that the unworthy and those not in actual need will not be supplied. In order to prevent imposition you should require all applicants for aid that you are not personally acquainted with to bring written recommendations from some reliable citizen known to you.  All necessary expenses incurred by you in distributing the rations, such as hauling storage &c will be paid by the Asst Commr - but great care must be exercised in incurring them, and you should procure the hauling done by the County Authorities if possible -
