Captain
Information has been received at this Office that you have prohibited the meeting of a Military Organization in Griffin.

You will at once report to this office the authority by nature of which you direct that such Military Organization "shall not be tolerated"

While every effort will be made to secure Justice to the freedpeople no interference with their rights will be allowed and it is a matter of surprise that Capt Ehlers should have issued this Order without first consulting the Asst Com’r.

The Freedpeople must fulfil their contracts in good faith & Employers must do the same - but some other steps could have been taken to secure this end, than the one taken by Capt Ehlers.

By Command of
Bvt Majr Genl Davis Tillson
W W. Deane
Bvt Majr and A.A.G.

Capt E. M. L. Ehlers
