Your Communication of 10th inst has been received, and in reply I am directed by the Asst Com'r to say that it is expected, in all cases, parties will comply with the decision of the Agts of this Bureau before whom cases may be brought for adjudication, and if thinking themselves unjustly dealt with, can afterwards appeal to this Office from the action taken by the Agent in their case.- The Agents of the Bureau have not the Authority to levy an attachment upon the property of any party or parties, nor can they order a Civil Officer to make an arrest - They can however serve a summons or notification of Judgment through the hands of a civil officer, where he may be willing to act in such capacity receiving in compensation therefor a certain pro-rata of the costs in the Case. If the party upon whom this summons or Judgment is served refuse to comply therewith then it becomes the duty of the Agent to report such fact to this
