affair, and also in relation to the destruction of a freedman's school house in Madison by certain citizens of that place some months before. The action of the city Marshall, who was implicated last spring in the whipping of a freedman in Madison in the above case is censured. You are directed to request of the civil authorities that they take immediate & effective steps to arrest and bring to justice the guilty party referred to. If they neglect or refuse to act in the matter, you will report such fact to this office when a military force will be sent to aid in securing a just & proper enforcement of the case. You will also notify them that the citizens of Madison will be held personally responsible for the destruction of the property of freed-people of that place through the neglect or refusal of the civil authorities to act in their behalf and that upon a repetition of these outrages which they have heretofore allowed to go unpunished, application will be made to have a military force sent to garrison the town of Madison.
