Your communication of Aug 13th stating that the Civil Authorities of your county are not disposed to grant fair & impartial justice to the freedmen, and also requesting information whether it was your duty or that of the Judge of the County Court to direct cases wherein disputes arise between the Father & Mother of freed children in reference to their support, has been laid before the Asst Commissioner who directs me to say that you will refer all cases of this nature to the Civil Authorities for action. If they refuse or neglect in these, or any other cases, in which freed persons are party, to grant them a full and impartial hearing before the courts, it will then become the duty of the Bureau to interfere for their proper protection.
