I have the honor to state that Lt Edmund. R. P. Shurley, 18th U.S. infantry. now stationed at Newport Barracks Ky has signified his desire to serve in this Bureau. I knew this officer personally in the Army of the Potomac. He was one of the hardest working and most efficient officers I have met. I respectfully recommend that, if consistent with the public interest, Lt Shurley be detailed for duty in this bureau and ordered to report to this office
