It is reported at this Office that you have made some orders for Transportation, for Refugees & Freedmen on the Quarter Master at Atlanta "By order of Gen'l Tillson." The Asst Com'r directs me to call your attention to Gen'l Orders 131 War Dep't A.G.O. series 1865- and to say that no Transportation can be issued to Refugees or Freedmen in this State except upon his personal application. That no Officer in the State, not even his Asst Adj't Gen'l even has the authority to request in his name such Transportation & that such Transportation issued on requests other than his own has been refused payment by the disbursing Office— Should you desire Transportation for Aged & decrepid Refugees  or Freedpeople, application must be made for the same to this Office & the order for Transportation will be sent you.— Transportation can only be furnished in extreme cases.
