of injuring the person or property of Citizens or of disturbing the public peace, the same steps which would be taken in the case of white men guilty of such practices can be used to restrain and punish freedmen. I am aware that it would be somewhat difficult to apply the remedy that I suggest, still it would in the end be dangerous to the liberty of all the citizens, should unconstitutional and illegal methods be adopted for the suppressing the mischievous conduct of which you complain.
