Ephriam Smith (freedman) states that on or about the 1st of January 1866 he made a contract with Mrs Lambkin of Columbia Co. for himself and wife at the rate of one hundred and fifty dollars per year. That on or about the 1st of May Mrs Lambkin discharged them, and refused to pay them for the time they had worked. He states further that he referred the case to you and that you declined to act in the matter, as the amount involved exceeded fifty dollars, The Asst Commr directs that you thoroughly investigate this case, and if you find the facts to be as stated, that you cause the parties to be paid the amount due them, in accordance with the provisions of Circular No. 8. from this office, a copy of which I enclose herewith.

The Asst Commr also directs me to inform you that you have authority to adjust all similar cases without regard to the amount involved.
