I have the honor to state that while in Washington in compliance with your advice, I called on the Land Commissioner at the Pattent office to make enquiries about the address or locality of the direct Tax Commissioner for South Carolina and form of warrant to be given by the Assistant Commissioner of the State and South Carolina, in carrying into execution the provisions of Sec 9 of the act entitled, an act to continue in force and to amend "an act to establish a Bureau for the Relief of Freedmen and Refugees" and for other purposes. The Commissioner informed me that the lands referred to in the act of Congress above mentioned, were not in any way under his control, but were subject to the disposal of the Hon Secretary of the Treasury, upon whom I was unable to call, as it was then past business hours, and as I was compelled to leave the city early the next morning. Enclosed I send a form of warrant which I have made, with a request that you will obtain and add the information mentioned and make such other changes additions as you may think proper. You
