Your communication of 13th inst has been recd.

The Asst. Com'r directs me to say that the laborer is in all cases, considered as having a lien upon the crops as property and that no final disposition can be made of the same until his claim for labor are settled.

You will notify the parties to whom your com' refer, of the decision of the Asst com'r in this matter. Should they still continue to thus dispose of their crops with the evident intention of defrauding the freedpeople of their just rights, you will report such fact to this office
