Your communication of 18th inst has been received. Enclosed please find a copy of the endorsement from this Office in the case of Susan Williams (freedwoman) vs Manning J Stamper.

The Asst Com'r directs me to say that you are at perfect liberty to take an appeal from his decision, in this case, and that said appeal can be made direct to the authorities at Washington, or sent through the regular channels, as you may deem most expedient.
