Madam.

Information has been received at this Office that you have discharged Ephraim Smith and his wife Frances (Freedpeople) without a settlement, which statement is confirmed by a report in the case from Simmons Crawford Esq. Agent of the Bureau for Columbia County.

The Asst Commr directs that you pay them a fair and just compensation for their labor during the four months they were in your employ, subject to the approval of Mr Crawford, in accordance with the provisions of enclosed circular.
