I have the honor to state that, the absence of His Excellency the Governor from the State, has heretofore prevented my carrying into effect, your recent instructions related to preliminary steps to be taken for supplying the destitute people of the State, with food.- On the 25th inst, I proceeded to Milledgeville and had a long interview with the Governor on the subject with reference, in which he evinced much interest, and expressed a desire to cooperate with the Bureau to the extent of his power.  

You will doubtless recollect that the Legislature of this State, at its last session, appropriated the Sum of $200,000, to be expended under the direction of the Governor, in the purchase of Corn for distribution among the destitute white people of the State, and at the same time imposed upon the Justices of the Inferior Courts of the several Counties the performance of certain duties in connection with the distribution of the Corn so purchased. These Justices in conformity with the act of the Legislature and authority thereof, made certain expenditures of funds which they could not legally do in
