The Asst Commissioner directs me to say that while in Macon, he gave you verbal authority to issue rations after the 1st prox in certain specific cases. He directs me to say that since that time instructions have been received from the Commissioner at Washington which will not permit of your issuing rations in any cases whatever. Those in Freedmen's Hospitals or Asylums being of course excepted. - The Asst Commissioner however directs that, in extreme cases, and where assistance is necessary to prevent actual starvation, the proper Civil Authorities having refused to provide for the case or cases required in Circular No 7 CS from Commissioner at Washington, You can make a statement of all the facts connected with said case or cases and on what account or for what special purpose the assistance is required & forward the same to this Office, when a special representation of the case will be laid before the Commissioner at Washington
