Dear Colonel
Your letter of the 26th inst has been received.

In cases of evident destitution, and with the full understanding that you will in all instances, where there are such, take whole families and not leave behind such portions as are sick or non-workers. I will furnish them transportation as far as Chattanooga with a request upon the Supt of the Bureau at that place that he will cause further transportation to be furnished them to Memphis.
