Your Communication of 27th Ulto in relation to the ejectment by Dr Walthour. of certain freedpeople from his plantation has been received. The Asst Commissioner directs me to say that he considers your action in the matter as just and equitable, but, he prefers that the Civil Authorities especially as they desire to do so, be allowed to take action in this matter. If it should result in their ejectment upon the grounds as stated in your Communication or other decision of an unjust nature, you are requested to report such fact to this Office when a proper investigation of the matter will be ordered.
