Sirs.
I have the honor to acknowledge the receipt of your com' of the 1st. inst' together with a petition from the citizens of Liberty County.

I regret exceedingly the unfortunate condition of Bureau affairs in your County which has already given me some anxiety. I will endeavour to take such action as will be for the best interests of the County. It would be exceeding my authority to issue such an order as you suggest, restricting trade in plantation products. I fully appreciate the necessity of some action and would respectfully suggest that the matter be laid before the Legislature at its approaching Session.
