Enclosed please find a coppy of a complaint made by Senaker Hatcher and his wife Amy Hatcher (Freedmen)
I would most respectfully invite your attention to a late decision of the Attorney Gen of the State of Miss, and ask that you have the indentures of the Children Jane and Senaker Hatcher revoked and the children returned to their Parents. Please report action in the case as soon as practicable to this office

Information having reached this office that you have two (girls.) colored children in your charge, whose relatives are willing and able to support them and that you refuse to deliver them up to said relatives. I respectfully request you to inform this office by what authority you hold these children and also call your attention to the following decision of Col. Samuel Thomas, Assistant Commissioner, Freedmen's Bureau, State of Mississippi, "In case where the relatives of minors or orphans are really willing and able to Support them, that they be allowed to do So, and that such children Shall not be apprenticed to other persons."
