Sir.

No report of your school for the month of June having been received at this office, I concluded that it had been discontinued.

I am informed by John M. Langston Esq. Inspectors of schools, that such is not the case, and would therefore request that a report of your school for June be sent at once.

On the statement of Gloster Wilburn, that himself and others upon the Plantation of Archie Davis, have no rations given to them & that they have an interest in the crop: this office will approve of any contract you may make with them to furnish rations upon pledge of their portion of the crop, provided that rations are furnished at reasonable prices in amounts of weekly consumption.

The freedmen are instructed if such an arrangement is made to hold on the entire crop so that their pledge of their portion of the crop to you for your security may be secured to them from Davis who is the person properly chargable with the value of the same.

The approval of this office is upon the ground that if rations are not given to the laborers, they will be obliged to leave & the crop be destroyed and as Davis takes no action and has violated his contract, it is proper that freedmen should have the right to conduct the place, in so much as their interest in the crop becomes in jeopardy.
