Sir In reply to your communication of June 11th I would respectfully call your attention to a copy of the endorsement from Head Quarters for State of Miss. "Bureau Refugees Freedmen and A.L. Office Asst Commissioner for Miss Vicksburg Miss July 25th 1867. Respectfully returned to Maj Geo. S. Smith. This office is not officially informed as to what Hospitals and rules therefor are established in Louisiana. The civil authorities should retain charge of the paupers as they have, and with Vagrants and Orphaned colored children the same course will be persued as with White children under the same condition.
