Sir,
I have the honor to refer the case of Mrs Sarah Baswell (white) to you. From an investigation I am satisfied that Mrs B. is in a very destitute condition, added to that her health delicate and a family of five children, none of whoom are large enough to work. I can easily conseive what her condition must be.

I think this should receive attention and aid immediately granted her, at least until she can place herself in a better situation.
