The Sheriff of Oktibeha Country reports to me that there are but six cases of destitution in that County This however seems almost improbable in view of the amount of rations under the joint resolution of Congress distributed by my predeceser to the poor.

The whole number of rations issued from this office to destitutes of this Sub District amounts to 4758 lbs Pork and 30967 lbs Corn, which were distributed among 778 Whites & 98 colored people

The present Month has been quite unfavorable to judge of the condition of the Schools of this District, as nearly all have closed for a summer vacation, but I am however convinced that they are not as flourishing as they should be, one cause for which I attribute this, is the inefficiency of the teachers except with three or four exceptions. I shall in compliance with Genl Orders No 30 from the office of the Asst Commr
endeavor to thoroughly canvass this Sub District with a view of suggesting improvements in the educational system.

During a period of Twelve months there has been 94 marriage licences granted to Colored person in Oxtibeha County

There seems gradually growing a more favorable disposition of the whites toward the blacks, which I think will increase very rapidly, as soon as the colored people shall make some advances towards educational improvement

The number of complaints reported to this office during the month was 92-of which 12 were for assault and battery-3 for adultery-4 for detaining property-20 for driving off from Plantations 55 for money due laborers.
Of the above complaints 4 were referred to the Grand

Jury and 2 indictments found.- 7 were referred to magistrates who punished the offenders-20 were sent back to plantations with restriction to the planters to re-trace them in their employ 15 of whoom were retaken as directed-30 cases have been satisfactorily adjusted at this office, and the balance are being investigated as rapidly as possible or the freedmen have been instructed to prevent the removal of the crops until a satisfactory settlement is made.
In the investigation & settlement of the above claims complaints 42 letters have been written from this office to the various parties.

The laws regarding taxation bear heavily upon the poor, as the policy of the State discourages the laborer by placing such an enormous burden upon him while landed property, where wealth is accumulated pays the least.

In obedience to Genl Orders No 21. from Office of Assistant Commr. since assuming the duties of this office I have visited 15, plantations, and conversed freely with the freedmen regarding their political and civil rights. I found that the freedmen had in all instances registered with the exception of two cases in which they did not fully comprehend the object.
