Vicksburg Miss Capt I have the honor to invite your attention and request your early consideration of the Special Requisition for Stationery transmitted from this office August 17th/67, also to the communication dated Augt 24./67 from this office requesting a six months supply of blanks. I am entirely out of Form 15. Monthly Return of Stores pertaining to Bu R F & A.L. and am awaiting their receipt in order to make my monthly return. Vicksburg Miss Captain In accordance with Circular instructions from the office of the Asst Commissioner for the State of Mississippi I have the honor to make the following report of the operations of this office during the present month. 1st of Freed people in the Sub District The number of freed people in the Sub District Since the recent change in its boundaries and extent are about 27,933. From information derived from various sources I am satisfied that the population is daily increasing. One of the most prolific causes perhaps for this increase, I apprehend to be from the fact that in the adjoining County of Pickens Alabama, the colloreed people are treated in a base and scandelous maner, inducing them to Seek this district as an assylum from persecution. I do not think I overestimate when I say that at least one quarter of the complaints made at this office are from Pickens County, as they are beyond my jurisdiction I can do nothing but refer them to the Bureau of that District.
