[[Left Margin]] Complaints & Outrages [[/Left Margin]] 

The number of complaints reported to this office during the present month was 68- of which 20 were for assault + battery, mostly between blacks- 8 for detaining property, 2 cases of enticing children away- 8 cases of driving off from the plantation & 25 cases for money due laborers- The majority of their companies have been adjusted at this office_ Some few by magistrates.

There has been Some few instances in which magistrates have not performed their duties voluntarily upon the complaint of the freedmen, one of the cases was reported to the office of the Asst Comm'r
I have endevored to watch, closely their official
acts , and I trust it may cause them to be more 
vigilant hereafter.

[[Left Margin]] Registration and Election [[/Left Margin]]

So far as I can learn the freedmen have universally registered in this Sub District. It affords me pleasure also to report that they take a lively interest in the pending election, and rarely a day passes but that many visit this office asking for information, relative to the duties that devolve upon them in their new Stations, judging from the past, and the present ratio of increase in the number desiring this information, I feel confident that by the time of the election the freedmen will pretty generally understand their political rights and the responsibilities connected therewith At a rough estimate I presume I have conversed with at least 300. freedmen upon this Subject during the present month.
I have been informed in Several instances by whites during my tour through this Sub District. that it would be an easy matter for them

to control the negro vote, this however I am very loth to believe as I have used various means to ascertain wether there was any just foundation or reason for this belief but could ascertain none.
