It is represented to me that you have been compelling the freedmen upon Davis Plantations to give you a portion of their corn, that you have also broken open or caused to be broken open some of the cribs containing corn.

You are therefore instructed to inform me in writing your reasons for this, also any reasons showing why you should not be arrested for violations of the orders of this office and held to await a trial by a Military Commission.
