Gentlemen

Your attention is invited to Genl Order No 19. Head Quarters 4th Military District in pursuance of which you will not remove or dispose of any crop until the shares of the laborers shall have been ascertained and assigned them. The loss of your three mules is not a proper charge against this crop, if any employee is responsible for their death, the law gives you a right of action and redress in the shape of damages if legally proved. You will therefore not defer a division of this crop on this ground but assert your rights through the proper legal chanel.

Complaint has been made against you by Thos Collins (freedman) verified by his oath charging you with a violation of the provisions of Genl Order No 19, Head Quarters 4th Military District.

The complaint is in substance, that you have offered him violence, and drove him from the plantation, witholding a settlement until some future day.

You will on or before five (5) days & from the date hereof make a statement in writing & furnish a copy of the same to this office setting forth the facts and matter of defence to the charge.
