I have the honor to inform you that the money due the freedmen, as referred to in the communication from this office dated Oct 22./67 has not as yet been received by the undersigned. As time sufficient has elapsed in the opinion of this officer for the payment of the same, you are therefore directed to immediately attend to this matter & save further action.

A settlement in full is directed to be made between yourselves and Edmund Ivy (cold) and if not made an arbitration will be ordered. You are also directed not to remove or dispose of any crop until such settlement is made, and amount of indebtedness if any paid in compliance with Genl Order No 19 Head Quarters 4th Military District
