I have the honor to call your attention to Genl Order No 19. Head Quarters 4th Military District by which the laborer is given the prior lien also the crop of /67 is made liable for the pay of /66.

In obedience to the above you will not remove or dispose of the crop until the balance due the laborers of last year is settled.

In order that the differences between yourself and Fayette Deering (cold) relative to the division of the crop, may be justly and fairly settled I would direct that an arbitration be held in accordance with the provisions of Genl Order No 19. Hd Quarters 4th Military Division. You selecting one person and Fayette another and the two thus selected, selecting a third person. The arbitrators thus selected, will appoint a time &  place for hearing the claims of both &  deciding thereon.

For the better guidance of the arbitrators, their decision will embrace 1st The terms of the contract between the parties - 2nd The amount if any due the laborers and 3rd The share due each party after payment shall have been made to the laborers.
