You are hereby notified to stop the sale of (10) ten bales of cotton more or less claimed by the laborers on the Witherspoon plantation and attached by Dr. W Topp as the agent for Mrs Lacey Witherspoon until a settlement can be made in accordance with circulars 22 & 24 dated H'd Q'rs 4th Mil Dist Holly Springs Miss Nov 30 & Dec 16. 1867.

I have the honor to request permission [[strikethrough]] to request [[/strikethrough]] to employ a citizen clerk to date from the 16th inst. In being the latter end of the year, contracts between whites & freedmen are closing and new ones being substituted, and there is every reason to believe, from present appearances, that there will be a large number of cases for adjustment during the fore part of the coming year.

I have the honor to request that you inform Mat Callaway of West Point that if he cannot prove his charge of theft against Jacob Strong (colored), he is obliged to pay said Strong the amount agreed upon by them for corn which Strong sold to Callaway. If the latter persist in doing neither of these conditions, summary measures will be taken by the Bureau.
