I have the honor to make the following report for 
this Sub-Dist. for the month of March 1868. But very little business of any importance has been transacted during the month. 
Most of the Freedmen have made their Contracts for 
the year and are working quietly. Some of the Planters have informed me that they have not worked better since the surrender. 
The principal Complaints made against them is 
Breach of Contract but this has only happened in
very few cases, when you take into consideration 
the large number of Freedmen Employed in this Dist. I have as a general thing advised them to remain where they first made their contracts, but have never used any arbitrary power to Enforce them to do so. 
No cases of utter destitution have been reported 
at this office during the month. 
Several Complaints been made against the Freedmen's Aid Society of this place, and several Gentlemen have refused to Employ unless it was distinctly understood that they were not to be interfered with by the above named institution. 
I have not had time to visit the schools in the Dist. this month, there has been but two officers 
for duty at the Port.
School Teachers report an increase of pupils. Two 
new schools have reported, one of which is located
at West Point and the other near Columbus, Miss.

I have several cases to investigate in the ajoining Counties which were referred to this office during the month. 
Thirty six cases have been Reported, all of which
have been satisfactorily settled, or referred to proper authorities. viz:
   
Laborers Claims 10
Assault and Battery 7
Detaining Property 4
Difficulties between Husband and Wife 4
Discharged without settlement 6
Violence threatened. 5
