I have the honor to make the following report for this Sub. Dist. for the month of September 1868.

Numbers of freedmen have been discharged from employment during the last month, and as the people are very much excited about the coming election advantage is taken of the ignorant colored people.

Most of the freedmen have been discharged on account of their politics, and in such cases I have compelled the Planter to pay them for time worked, or allow them to return to the Plantation on the same condition as was stated in their contract.

Some few cases have been reported to this Office where freedmen have not been allowed their portion of the cotton as gathered, and the parties have stated they will not furnish provisions as promised.

A case of murder recently committed near Nashville, Miss, has also been reported, the particulars of which have been forwarded to your Office.

Only two Schools have reported this month. Complaints that are now referred to this Office consist principally of Threatening violence, Discharging without settlement, Assault and Battery, Violations of Contracts, Detaining Property and Difficulties between husband and wife. All such cases referred to me, are satisfactorily adjudicated or referred to proper authorities.
