Sir:
Your communication of the 14th inst. has been received, and in reply I would state that a letter was received from Mr. H.R. Pease Supt. of Education Vicksburg, Miss. on the 9th, in which he stated that money would be forwarded in a few days to pay you.
Mr. Pease also stated that he would be in Columbus in a few days-
I have no doubt but that your account will be paid as soon as the D.O. receives money-

Your note of the 18th inst. inviting my attention to the case of Nelson Bell (freedman) in regard to a question of rents, is before me, and in reply I would state that if it was a bonafide sale, it would be proper for Nelson to offer Wm. Bell the amt. of money to be paid for the land-

If Mr. Bell will not accept the money, he will be required to pay Nelson for improvements-

My order is that Nelson shall remain on the land until he is paid for all improvements by the owner of the land -
