Respectfully returned to Maj Preston with the information that the pauper tax levied upon the blacks by the State of Miss. has been collected, I am informed, in Chickasaw County, & it is the duty of the board of police to provide for this class out of the funds so raised. Mr Hill does not appear to be of this board, as it whether his is a public or private charity, I am unable to learn, and until more definite information can be obtained I would not recommend compliance with his request. The civil authorities here advise that no final action be taken with reference to communications of this kind, unless approved by the board of police and bear the seal of the County court,
over. |
