|   | would, had I acted otherwise than I did, a perfect storm of indignation would have been raised against the Bureau & its Officers by both Whites and Blacks, and justly so to, in view of the fact that the Government has made liberal provision for just such cases, while the local corporations have not the means of caring for either race. In view of these facts I most respectfully request that this case rest on its merits alone: that the payment of this account be not considered a precedent whereby a way may be opened to immense fraud, but viewed simply as a fair compensation for services rendered a poor helpless freed-boy; and as similar cases may occur, I beg to be informed as to how I shall act in the premises in the future.
